Transportation advocates are applauding a new proposal to completely upgrade railroad infrastructure along the Northeast Corridor; it would make trains faster and more reliable, and commuting times shorter.
The ambitious C35 plan would replace old tunnels, tracks, signals and catenary lines, and straighten curves, to help trains run at speeds of up to 160 mph along some stretches. Critics say the $117 billion price tag is unaffordable and that the plan would require hard-to-envision agreements among eight states, nine agencies, Congress and the federal government.
