“My plan to address gun violence is simple — we will make it harder for people who should not have a gun to get one,” Booker said in a release announcing the plan. “As president, we will make commonsense changes to our gun laws such as requiring a license to purchase a gun that includes universal background checks, banning assault weapons, and closing the loopholes that allow domestic abusers and people on terrorist watch lists to get their hands on a gun.”
Booker’s plan would require anyone looking to own a gun to apply at a designated office, submit fingerprints, provide background information and show that they had completed a certified gun-safety course.
Booker’s plan would empower the Consumer Product Safety Commission to make safety warnings and to recall faulty firearms. It would also make it easier for victims of gun violence to sue gun manufacturers and would close the “boyfriend loophole,” which allows partners with domestic-violence histories who are not married to their victims to own handguns.
