Members of the Local 32 BJ SEIU union rallied Tuesday at City Hall, Newark, where the city council held a special meeting to consider an $18 million tax abatement for CitiSquare, the on-again, off-again development on the site of the old Riverfront Stadium that Mayor Ras Baraka calls transformative.

For years, Newark city leaders have touted a redevelopment project at the former home of the Newark Bears minor league baseball team as a boon for the neighborhood.
