Why stormwater utilities haven’t gained ground in NJ

As we near the 10th anniversary of Superstorm Sandy, local and state leaders are taking stock of what New Jersey has and hasn’t accomplished to protect from future storms. One area that has a significant impact on flooding is stormwater management. And while neighboring cities and states are using effective tools to mitigate that problem, New Jersey has been slow to embrace them.

Why are municipalities in the state hesitant to set up stormwater utilities as has been successfully done elsewhere? Reporter Jon Hurdle examined the issue as part of a project by the Northern New Jersey Media Collaborative.
