Russia announced another cease-fire on Monday to allow more Ukrainian citizens to flee their country. But Ukrainian officials say artillery fire halted evacuation efforts, with two previous cease-fire attempts having failed. Powerful bombs were reported in Chernihiv, a residential area north of Kyiv as Russian troops continue their assault on Ukraine’s capital.

Ahead of a third round of talks between Ukraine and Russia, Volodymyr Zelensky, president of Ukraine, has called for a global boycott of all Russian products, including oil. U.S. officials reportedly are considering a ban on Russian oil, even if it meant the U.S. would be going it alone on such a ban. Oil prices continue to surge and gas prices in New Jersey set a record high of $4.09 a gallon.
