A groundbreaking ceremony was held Thursday for “The Sankofa Enclave at Twenty First Street” in Irvington, a new development project aims to fill the area with two-family homes, other affordable housing and outdoor green space.

The $100 million project — which is being funded through a mix of sponsors’ equity and debt — will bring 15 two-family houses and 240 units of affordable housing, including five supportive housing units for young women aging out of foster care. Also included will be a 30,000-square-foot community development center.

Nana Duncan is the owner and founder of Thatcher Duncan Group, which is a partner of 21st Street Redevelopment, the developer for this project. Duncan says the homeownership portion of development is designed to help low-income families buy homes that are affordable and accessible.

The affordable units are the result of a previous investment of HOME funds, which were allocated through the nonprofit organization Brand New Day.

“We are providing mixed-income homeownership, so some of it is market rate and some of it is affordable,” Duncan said. “The idea is that we don’t expect anyone buying any of the homes who are low-income to spend [more than] 28% of their income on those houses.”
