Rutgers expert on international law answers legal questions raised by Soleimani’s death

Iran continues vowing vengeance against the U.S. for the drone strike that killed General Qassem Soleimani. Secretary of Defense Esper said late Tuesday that the U.S. isn’t looking “to start a war with Iran, but we are prepared to finish one.”

But what are the ground rules for this course of action, according to international law? Correspondent Briana Vannozzi put that question, and a lot more, to Harry Rhea, an associate professor of criminal justice and law at Rutgers Camden. He’s also a trained investigator and member of the War Crimes Research Network at Oxford University.
