A bill signed by Gov. Phil Murphy Tuesday prohibits a defendant from using a victim’s actual or perceived gender identity or sexual orientation as a heat of passion defense to murder in New Jersey courts. New Jersey is now the ninth state to ban the “gay and transgender panic” legal defense.
