A moratorium protecting New Jersey residents from having their utilities cut for nonpayment of bills is to expire on Dec. 31, but the Legislature passed a bill Monday night extending the grace period for certain sewer and water customers through March 15. Gov. Phil Murphy is expected to sign the new protection.

State rules already prohibit gas and electric shutoffs during the winter for many low-income residents.
