Sitting behind closed doors and away from reporters, Gov. Phil Murphy on Friday signed into law a controversial bill that ends most, but by no means all, of his pandemic-era executive powers.
The new law also extends many contentious orders, including moratoriums on evictions and utility shut-offs and shields many COVID-19-related public records — all issues that could have impacted his reelection campaign.
