Thousands of people displaced by Tropical Storm Ida’s floodwaters — including 600 families in one Elizabeth apartment complex, another 1,000 in Bergen County — sought temporary shelter and worried about where they are going to end up, as the long and expensive post-storm recovery got underway across New Jersey.
