President Biden addressed world leaders at the COP26 summit, also known as the United Nations Climate Change conference, in Glasgow, Scotland on Monday, making the case for cutting carbon emissions globally. He outlined how the U.S. can cut emissions in half by 2030 and reach net-zero emissions by 2050.

Biden’s plan, called PREPARE, would provide $3 billion to help developing countries manage the impacts of climate change. But that plan needs the support of Congress and so does his broader “Build Back Better” plan, which Democrats in Congress have yet to agree on. They’ve been scrambling to rewrite the bill, which was scaled back significantly last week, in the hope of voting on it on Tuesday.
