Baraka said instead of building expensive new facilities, the state should renovate existing buildings and use the savings to create new youth rehabilitation programs.

Newark Mayor Ras Baraka said a state plan to build a new youth detention facility in the city was "not happening."

The committee also voted to release a resolution to set up a commission to review life imprisonment for juvenile offenders.
